There is a good time and a bad time for doing things or behaving in a certain way. As the proverb says, there is no hidden meaning to it. This proverb is a little bit old fashioned but still common in one form or another. It is used, chidingly, when someone is behaving inappropriately for a given occasion, like playing the trumpet first thing in the morning; or playing games instead of doing homework; or telling a joke when someone has just shared some upsetting news.
